Where this usually falls
For most housing authorities the annual cost of Honestkey™ sits below the federal micro-purchase threshold of $10,000 at 2 CFR 200.320(a)(1), which permits award without soliciting competitive quotations where the price is considered reasonable. The same rule allows a non-federal entity to self-certify a higher threshold, up to $50,000, with documented justification.
We are not your procurement officer and this is not a legal opinion. Your agency’s own procurement policy governs, and some agencies set lower internal limits than the federal floor. What we can do is give you the citation, the number in writing, and a memo in whatever form your file needs.
Larger agencies will land above the threshold. If yours does, say so early and we will respond to your solicitation properly rather than pretending the small-purchase route applies.

Need something not on this list — a completed vendor registration, a conflict of interest statement, debarment certification, accessibility documentation? Ask. If we can produce it we will say when, and if we cannot we will say so rather than going quiet.

What you are actually buying
Software, delivered over the web. No hardware, no installation, no professional services, and nothing that has to be integrated with your existing systems before it works. An agency can stop at the end of any term.
Pricing is per voucher and published in full at /government/pricing. We do not quote a different number to different agencies.
Due diligence
The security overview answers where data is held, who can reach it, which third parties are involved, and what we do not hold — including the fact that the HUD calculations contain no artificial intelligence and that household income data is never sent to a model provider.
It also states plainly what we are not: no SOC 2 attestation of our own, no FedRAMP authorization, no independent penetration test. If your agency requires any of those before it can award, tell us at the start rather than at the end.
Starting small
Most agencies begin with a 90-day paid pilot on a single program rather than a full rollout. It is small enough to sit comfortably under the micro-purchase threshold, short enough that nobody is committing a successor to anything, and long enough to cover a real recertification cycle. If it does not earn its place, it ends.
