It can be a binding contract between the roommates who sign it, but it generally does not change your obligations under the lease. The landlord can still hold each tenant responsible according to the lease terms.
On a joint lease, the landlord can usually pursue any tenant for the full rent. A roommate agreement helps you sort out who owes what, but it does not stop the landlord from collecting from whoever is on the lease.
Being on the lease gives you legal rights as a tenant. Living there without being on the lease can leave you with little protection, so it is usually best to be a named tenant if possible.
